This is American powdery mildew (spheroteka). The most dangerous disease. Cut off the affected shoot tips and burn. Treat the bushes with Topaz or a solution of soda and soap.
It is strictly forbidden to water by sprinkling (from above on the leaves)! This provokes powdery mildew. Water only at the roots.
Most likely it is a moth. Caterpillars eat the berries from the inside. Mulch the soil in the spring with peat or hill up the bushes to prevent butterflies from flying out of the ground after wintering.
